Noah Ornstein has been practicing law with a focus on land use and construction in Los Angeles for nearly 15 years. He is a staunch pro-housing advocate with deep and varied experience in housing policy, land use law, construction, and the enforcement of state housing laws.
Noah was recently named Director of Industry Partnerships for California YIMBY, the leading housing advocacy organization in California. He is also an experienced builder and licensed general contractor and concrete contractor.
At the core of Noah’s approach is a deep understanding of the damage and frustration that comes from a city failing to do what it should — and is legally required — to approve a project. Shot Clock Law was founded to make it practical and affordable for developers, builders, and homeowners to hold cities accountable.

Kiren Gopal
Founding Advisor
Kiren Gopal serves on the Board of Advisors of Shot Clock Law. He is Senior Counsel at Civitas Law, a tech-native boutique law firm enforcing Americans’ privacy rights against data brokers. He previously served as Senior Counsel in the Director’s Front Office at the Consumer Financial Protection Bureau under Director Rohit Chopra, where he led major initiatives to regulate data brokers, remove medical debt from credit reports, and combat junk fees.
Earlier in his career, Kiren served in the New York City Mayor’s Office, advising Mayor Bill de Blasio and senior officials on efforts to combat income inequality, and as counsel to California Congressman Henry Waxman on the House Committee on Energy and Commerce, where he led consumer protection investigations. Throughout his career, Kiren has focused on using law, public policy, and strategic enforcement to advance the public interest and hold powerful institutions accountable.
Kiren received his J.D. from the UCLA School of Law and his B.A. from the University of California, Berkeley.
